Dubai remote work visa for UK employees, and what it means for UK tax

By Alan Underwood Founder of Dubai Transition Consultants. Moved himself and his businesses from the UK to the UAE. Last reviewed 18 October 2026
In shortThe Dubai remote work visa (the Virtual Working Programme) lets you live in the UAE for a year or so while staying employed by your UK company. It gives you residence, not UK tax non-residency. Whether HMRC still taxes your salary depends on the Statutory Residence Test, your UK days and your ties, and on how your employer runs PAYE.

The Dubai remote work visa is simple to get and easy to misread. It solves your right to live in the UAE. It does nothing, by itself, to your UK tax position.

What is the Dubai remote work visa (the virtual working programme)?

The Virtual Working Programme is run by Dubai’s Department of Economy and Tourism with the GDRFA, the emirate’s residency authority. It issues a residence visa to someone who is employed by a company based outside the UAE and does the job remotely from Dubai. Current terms are on u.ae and the GDRFA.

It is a tourist-proof way to be properly resident: Emirates ID, a local bank account, a tenancy in your own name. It is not a work permit for UAE employers, so you cannot take on Dubai clients or a local job under it.

Who qualifies for a Dubai remote work visa?

In broad terms you need:

  • A current employment contract with a company outside the UAE, usually with at least a year remaining.
  • Proof of a minimum monthly income, which the authorities set and can change.
  • A valid passport and UAE-valid health insurance.
  • A clean record and the usual medical and Emirates ID steps.

Employees fit best. If you are a company director or sole owner of your own business, the freelance, investor or Golden routes are usually cleaner. Our guide to the golden, investor and freelance visas covers that choice.

Can my family come on the virtual working programme?

Yes. Your spouse and children can be included, and the visa lasts for them for the same period. In practice the family cost and paperwork (insurance, school places, tenancy) matter more than the visa itself. See sponsoring your spouse and children and moving to Dubai with a family.

Does a remote work visa change my UK tax?

No. Remote work visa Dubai tax is the point where people go wrong, because UAE residence and UK residence are separate questions. The UAE charges no personal income tax. The UK decides your residence under the Statutory Residence Test, which counts days and ties and ignores your visa.

For a UK employee working remotely from Dubai, the tests that usually matter are:

  • The full-time work overseas test, which can make you non-resident if your job genuinely sits abroad and your UK days stay low.
  • The sufficient ties test, which weighs days in the UK against family, accommodation, work and other ties.

If you keep a UK home, a spouse and children in the UK, or visit often, you can still be UK resident while holding a Dubai visa. Run your numbers through the UK tax residency checker before you assume anything. Our SRT explainer and edge cases guide go deeper.

What happens to PAYE and National Insurance?

If you become non-resident, your salary for work done outside the UK is generally outside UK income tax. Days you physically work in the UK stay taxable here. Your employer cannot simply stop deducting tax on your say-so. Payroll needs your leaving date and the right HMRC treatment, and the P85 process is the usual starting point.

If you stay UK resident, PAYE carries on as normal and you are taxed here on the lot, with the UK-UAE treaty offering limited help. National Insurance is a separate track. It can continue for a period when you are sent abroad by a UK employer, so check HMRC’s guidance on National Insurance abroad with payroll.

What does your UK employer need to think about?

This is the part UAE-side agents rarely cover, and it is where deals stall. Employers need to consider:

  • Permanent establishment risk. A senior employee habitually working from Dubai can, in some cases, create a taxable presence for the UK company in the UAE, where corporate tax is 9%.
  • Payroll and social security. Someone has to own the PAYE and NIC change.
  • Contract and policy. Working-from-abroad clauses, data security, insurance and right to work all need a look.
  • An employer of record. Some firms use one instead of carrying the exposure themselves.

Raise this early. A refusal from HR after you have signed a Dubai tenancy is an expensive way to find out.

Common mistakes

  • Assuming a Dubai visa means you have left UK tax residency.
  • Counting only nights, not days worked in the UK.
  • Keeping a UK home available and not weighing it as a tie.
  • Moving without telling the employer’s payroll team.
  • Treating the visa as a long-term plan when it is a one-employer, short-term permit.

The programme works well as a phased move: live in Dubai, keep the salary, and decide later whether to go fully self-employed. Whether your tax outcome is clean depends on your days, ties and employer, and that is worth settling before you fly.

Questions people ask

What is the Dubai remote work visa?

It is Dubai's Virtual Working Programme, a residence visa for people employed by a company outside the UAE who want to live in Dubai while keeping their job. It is typically issued for one year, and you cannot work for UAE-based clients or employers on it.

Do I pay UK tax on a Dubai remote work visa?

It depends on your UK tax residency, not your visa. If you are non-resident under the Statutory Residence Test, UK tax on employment income generally follows where the work is physically done, so days worked in the UK remain taxable. If you stay UK resident, your worldwide income is taxable in the UK.

Can my family come on the virtual working programme in Dubai?

Yes, the programme allows you to include a spouse and children in the application. Each dependant gets their own residence status and Emirates ID, and the family needs valid UAE health insurance.

Does my UK employer have to do anything if I move to Dubai remotely?

Yes. They need to update PAYE and National Insurance treatment, check whether your presence in the UAE creates a taxable presence for the company, and confirm that your employment contract and data and security policies allow work from abroad. Many employers get this wrong by changing nothing.

Is the remote work visa better than a freelance or Golden Visa?

It suits you if you want to stay on your UK employer's payroll and test Dubai first. A freelance or Golden Visa is a better fit if you plan to go self-employed, invest, or want residence that does not depend on one employer.
