Retiring to Dubai from the UK: the retirement visa, pensions and healthcare

By Alan Underwood Founder of Dubai Transition Consultants. Moved himself and his businesses from the UK to the UAE. Last reviewed 18 October 2026
In shortThe UAE retirement visa is a five-year, renewable residence permit for retirees. As at October 2026, ICP lists either 15 years of work or age 55 and over, plus one financial test: property worth at least AED 1 million, a deposit of AED 1 million with a UAE financial institution, or annual income of at least AED 240,000. You need health insurance. Your UK pensions can be paid to you in Dubai, but the UK State Pension does not increase each year for UAE residents, and from April 2027 unused pension funds can fall into UK inheritance tax.
Dubai Marina towers glowing in golden hour light over the water

Dubai has become a realistic retirement option for UK retirees since the UAE introduced a residence permit for retirees. You get sunshine, safety, and no UAE income tax on individuals. You also get a UK State Pension that stops rising, health insurance you pay for, and UK inheritance tax rules that follow you for years. This guide covers the visa, your pensions and healthcare, and the UK points to settle first. UAE criteria come from ICP and GDRFA as at October 2026.

The UAE retirement visa

ICP, the federal authority, lists these conditions for a retired resident’s permit (ICP):

Work history or age: at least 15 years of work before retirement, inside or outside the UAE, or age 55 or over. Dubai’s GDRFA service page lists the work and age conditions together, so check with the issuing authority how they apply to you (GDRFA).

One financial test:

  • property in the UAE worth at least AED 1 million, or
  • a financial deposit of at least AED 1 million with a UAE financial institution, transferred within 60 days of issue unless the funds are invested in the UAE, or
  • annual income of at least AED 240,000, or the equivalent in foreign currency, with six months of bank statements.

Also needed: valid health insurance and a passport with at least six months’ validity.

GDRFA says the permit is issued for five years without a sponsor or host, and is renewable on the same terms (GDRFA). You can apply online with UAE Pass, at a GDRFA customer centre or at an Amer centre; GDRFA gives 48 hours as the expected completion time once your application is complete.

Which financial route suits UK retirees

  • The income route suits someone with a large defined benefit pension, or a mix of pensions and investment income that meets the annual figure. UK pension income counts if you can evidence it on bank statements.
  • The property route suits someone selling a UK home and buying in Dubai. The property must meet the value test as assessed by the emirate’s authority.
  • The deposit route suits someone with savings who wants neither. The money must sit with a UAE financial institution.

If your assets are larger, a Golden Visa may be the better option; see golden vs investor vs freelance visa for how the routes compare.

Retire to Dubai from the UK: your State Pension

You can claim and receive the UK State Pension while you live in the UAE, through the International Pension Centre. The catch is uprating. GOV.UK says your State Pension only increases each year if you live in the EEA, Gibraltar, Switzerland or a country with a social security agreement with the UK (GOV.UK). The UAE is not on that list. Your State Pension stays at the rate you first receive in the UAE, and rises to the current rate if you return to live in the UK.

Over a long retirement that freeze costs real money, so treat the State Pension as a fixed sterling income in your plan. If you are not yet at State Pension age, check your National Insurance record before you leave. Our UK pension guide covers voluntary contributions from abroad.

Your private and workplace pensions

UK private and workplace pensions can stay in the UK and pay out to you in Dubai. You do not need to move them. A few points matter:

  • Tax. Where a pension is taxed depends on the type of pension and the UK-UAE double tax treaty, once you are non-UK resident under the Statutory Residence Test.
  • Timing withdrawals. If you come back to the UK within five years, flexi-access drawdown taken while you were abroad can be taxed in the year you return. See temporary non-residence: the 5-year rule.
  • Transfers. Moving a pension to a QROPS can trigger a UK tax charge on the transfer depending on where the scheme is based and where you live (GOV.UK). Treat it as a decision for regulated advice, never a default step. Read QROPS vs QNUPS, and be wary of anyone who approaches you about moving your pension once you arrive.
  • Defined benefit schemes. These carry guaranteed income and strong protections. Most people do well to leave them where they are.

Pensions and inheritance tax from April 2027

From 6 April 2027, most unused pension funds and death benefits come into the estate for UK inheritance tax, under the Finance Act 2026. Personal representatives report and pay. Death-in-service benefits from registered schemes are out of scope (GOV.UK).

Moving to Dubai does not take your estate out of UK inheritance tax straight away. If you were UK resident in at least 10 of the previous 20 tax years, you stay within UK inheritance tax on worldwide assets for a tail of 3 to 10 tax years after you leave, depending on how long you lived in the UK. Most UK retirees have lived in the UK for 20 years or more, so they face the full 10-year tail. See inheritance tax after you leave the UK.

Healthcare in Dubai for retirees

Health insurance is mandatory for Dubai residents under Dubai Health Insurance Law No. 11 of 2013 (Dubai Health Insurance Corporation), and with no employer you arrange your own cover. ICP lists valid health insurance as a requirement for the retiree permit. Premiums usually rise with age and with pre-existing conditions, so get quotes before you commit to the move, not after. Check what each policy excludes, whether it covers treatment outside the UAE, and whether it renews for life.

How we help

We handle the UAE retirement visa application and the UK exit together: which financial route fits, the documents, a clean break from UK residence, and a plan for your pensions and inheritance tax with a UK-registered tax adviser. Our visas and residency service covers the visa, and the UK and UAE tax service covers the UK side. Pension transfers we leave to FCA-authorised advisers.

Questions people ask

What are the requirements for the UAE retirement visa?

As at October 2026, ICP's federal page lists at least 15 years of work, inside or outside the UAE, or age 55 or over. You then need one financial test: property in the UAE worth at least AED 1 million, a financial deposit of the same value placed with a UAE financial institution within 60 days, or annual income of at least AED 240,000 supported by six months of bank statements. ICP also lists valid health insurance and a passport with at least six months' validity.

How long is the UAE retirement visa valid?

Dubai's GDRFA says the retired resident permit is issued for five years without a sponsor or host in the UAE, and is renewable on the same terms as when first granted.

How much money do you need to retire in Dubai?

The visa sets the floor: AED 1 million in UAE property or a UAE deposit, or AED 240,000 a year of income, as at October 2026. Your living costs come on top, and rent and health insurance are the large items. Work out your income in sterling against Dubai costs before you commit, and remember the UK State Pension is frozen for UAE residents.

Can I receive my UK State Pension in Dubai?

Yes. You can claim it from abroad through the International Pension Centre. GOV.UK says the State Pension only increases each year if you live in the EEA, Gibraltar, Switzerland or a country with a social security agreement with the UK. The UAE is not one of them, so your pension stays at the rate you first receive there, and goes up to the current rate if you return to live in the UK.

Should I transfer my UK pension when I retire to Dubai?

Not by default. Your UK pension can stay where it is and pay out to you in Dubai. A transfer, for example to a QROPS, can carry a UK tax charge and fees, and can lose protections. Take advice from an FCA-authorised adviser before you move anything.

Do I pay UK tax on my pension if I retire to Dubai?

It depends on the type of pension and the UK-UAE double tax treaty, and on whether you have become non-UK resident under the Statutory Residence Test. If you come back to the UK within five years, flexi-access drawdown you took while abroad can be taxed in the year you return under the temporary non-residence rule.
